I've just inspected my Savage and I can move each brake pad around as you descibe. I'm sure there is nothing wrong with my bike, so this must be normal.
This is how I work on the bike. I have two axle stands used to support a car when working underneith and a trolley jack.
1. Put one axle stand under the right hand footrest - I think Americans call them footpegs.
2. From the left side of the bike, use the trolley jack under the centre of the engine to raise the bike.
3. When the bike is level and supported on the trolley jack and the right hand axle stand, fold up the sidestand and put the other axle stand under the left hand footrest.
4. Gently lower the trolley jack so the bike is supported by the two axle stands - one under each footrest.
The front wheel will now be off the ground.
To raise the rear wheel, jack the bike under the bracket that the exhaust silencer bolts to.
Note. My footrests fold back a short way and then no further. I have had no problems supporting the bike in this way. DISCLAIMER: The footrests were NEVER designed to support the bike, so I am always very careful. The footrests look strong, but don't blame me if one snaps off and the bike falls on you!!!!! I always leave the trolley jack taking the main weight of the bike and use the axle stands to stop the bike falling over.
